Philadelphia, Pennsylvania - United States President Barack Obama on Friday declared a state of emergency flood flooded areas in North America, killing five people and forced 100,000 to flee their homes.
National Weather Service (NWS) flash flood warning in New York County, New Jersey, Pennsylvania, Connecticut, Maryland and Virginia, the city was flooded, a busy highway is closed, supported the commutation.
President Barack Obama has declared a state of emergency in New York and Pennsylvania, ordered a federal agency's disaster relief efforts "to save lives and protect property and public health and public safety," said the White House.
Luzerne County, Pennsylvania, about 100,000 people is lower than the "mandatory evacuation" order, including 20 000 Wilkes-Barre, according to local authorities.
Stephen Bekenich county emergency management director, warned that those who remained in areas that flood risk is not counting the fact that he was saved.
"If people do not want to leave, they take (their) lives in their hands," he said. "Help may not reach them."
City of Binghamton, New York - 8.5 inches (21.6 cm) and it rained for 24 hours - ordered a mandatory evacuation in city-wide, affecting 10 000 people.
Flooding was also reported in and around the U.S. capital Washington.
"We look forward to the historic flooding in many parts of the country or close to the historic" Pennsylvania Emergency Management Agency spokeswoman Ruth Miller told AFP on Thursday.
The three confirmed deaths were reported during the storm, authorities in Pennsylvania, he said, because the government has discussed some of the worst flooding since 1972 in a benchmark of Hurricane Agnes, which devastated much of Central Atlantic region, a deadly tropical storm.
